Business-parks come onto the scene

One of the basic tendencies of the Moscow office real estate market last year was the appearance of the first business-parks that meet international standards of class A and B offices. According to experts this tendency will go on actively for the next 3-5 years and will determine  the further development of the commercial real estate market.

The active building of business-parks in the capital began last year, when the decentralization tendency in the commercial real estate market was traced. The scarce amount of land plots in the center of the city and overly high rental rates compelled a lot of developers to look into business-parks – the type of office block that’s very popular in the West.

The chief of analysis group of office real estate of company Colliers International Regina Lochmele says that, according to classic characteristics, the usual business-park represents a complex of low buildings of various areas located in the suburbs not far from highways and airports. As a rule, the business-park building takes up a large area of land – at the average  from 8 hectares  -  and they are consolidated by a common concept and developed infrastructures, that  includes a quantity of different shops, some cafes, bank offices, hotels, fitness-centers, beauty salons and tourist agencies.

Business-parks have already became an ordinary thing in Europe. Developers willingly  develop this niche: large land plots are developed in stages, builders prefer to divide the projects by phases. The risk of inconvenience related to construction works is completely covered by lower rental rates than in traditional buisness-centers, - says the chief of investigation and analysis department of Praedium company, Olga Kisarina.  

The test-projects of capital developers differ a little from Western counterparts. The first one was the buisness-park «Derbenevskiy» near the «Paveletskaya» metro station, - Olga Kisarina gave the example. According to her words, in contrast to foreign experience, it was located not in the outskirts but almost in the city-center. «Low-price building materials were used, besides, the business-park is distinguished by  low maintenance charges that bring about low rental rates in the center of Moscow», - said the chief of brokerage department of commercial real estate managment and development of «Miel-Nedvizhimost» company», Maria Kondakova.
Another interesting buisness-park is «Country-park»,  located beyond the MKAD. It was displayed for rent for more than a year, that is a rather long time to local measure. That was related to the unusual situation for capital tenants. But they eventually found their tenants.

The construction of a business-park is 50% cheaper than an ordinary business-center in the city-center and the remoteness is covered by the fully established infrasructure, - supposed the chief of buisness development of commercial real estate department Paul’s Yard company, Dmitriy Vorobiev. Besides, according to his words, during the project’s implementation within the third transport circle a developer always runs the risk of building  rates deceleration because of bureaucracy. Also they are convenient for builders because of the possibility of developing substantial areas, the ease of the project’s implementation and its popular demand, - Olga Kisarina added.

Tenants are interested in business-parks because of low rental rates in comparison with the city- center and because of more developed infrastructure, that’s why many companies open their back-offices in business-parks. Also it is possible to rent the whole building. «As a rule, in the building with a lot of different companies, non of tenants have an exclusive right for using common areas and facade design, - said Olga Krasina, -  you can rent a separate building and design it in corporative style».
