Two new downtown apartments and a retail shop are being planned for downtown Zeeland.

After a brief public hearing, city council members unanimously agreed to establish a rehabilitation district for the property, at 14 S. Elm St., which had belonged to the VanKoevering family. The family sold the property to 3D Properties in August for $138,000.
Amy Cheyne, a manager for 3D Properties, told the board the property, now vacant, would be revamped so the first floor could be turned into a restaurant or mercantile shop, with second-floor space developed into two apartments.
VanKoevering, covering the meeting for The Zeeland Record, which he owns, has no comment. He is a member of the city's planning commission as well as on the city's downtown redevelopment board.
Cheyne said she would return later with a tax abatement request, which would be made under the city's new commercial redevelopment plan, also approved unanimously at Monday's meeting.
